El Programa Continuación Ley Nº 19.123, también conocido como “Programa de Derechos Humanos”, fue creado por el Decreto Supremo N° 1.005 del Ministerio del Interior, de 1997, bajo la dependencia de la Subsecretaría del Interior, con la finalidad de continuar con la tarea de la Corporación Nacional de Reparación y Reconciliación, que dejó de tener existencia legal el 31 de diciembre de 1996.
